The Salvation Army, an internationally recognized non-profit, faith-based organization, has an opening for an EDS Information & Communication Systems Specialist for the Southern Territory Headquarters, located in Atlanta, Georgia.
Job SummaryThis position is responsible for the development, design, and security of the EDS national web site and the underlying volunteer management system and related web applications used by all four territories and Canada.  Must ensure the EDS web site and volunteer management system is available 24/7/365. Monitors content posted to the EDS web site by all territories and their divisions making sure it is appropriately formatted and edits as needed. Provides technical support to all US territories and Canada for matters involving the EDS web site and the EDS volunteer management system. Serves as a technical expert responsible for researching, recommending, developing and implementing a variety of information and communication solutions for improving disaster preparedness and response. Will design, develop, and document disaster-related software systems and related hardware. The position will also analyze the effectiveness of these systems in both a test environment and real-world conditions, assess functionality, and report findings to supervisory staff. Based on these assessments, the position shall be responsible for further testing or modification of existing systems or programs, including developing appropriate prototypes, based on disaster-related design specifications. This may include creation of new systems (in total) to fulfill designated objectives. Works closely with the Territorial Information Technology Department who provides resources and ongoing support to the EDS Section; ensures that only web-based applications are developed by this position and applications of a business nature are developed by/in consultation with THQ IT. Represents The Salvation Armys interests when serving as liaison to multiple disaster response agencies and organizations with shared information systems. Develops and implements all training related to information and communication systems for disaster services. Plans, develops, supports, administers and provides general of disaster-related technology for The Salvation Armys Emergency Disaster Services program, including the disaster website, online disaster worker database, GPS tracking system, and satellite communications systems. Develops applications that enhance the overall efficiency of EDS operations, troubleshoots issues, and improves overall site design and usability. This position should be able to deploy during a major disaster for a minimum of two weeks and provide support or on-site IT operations in a crisis.
Knowledge, Skills, and AbilitiesKnowledge of the information and communication system solutions and resources available to enhance disaster preparedness and response services. Knowledge of the principles and practices of data management, integration, validation and reporting. Knowledge of the principles and practices of website development and administration. Knowledge of and skill in software programming concepts. Knowledge of Dreamweaver, MySQL, Flash, CSS, DHTML, JavaScript, PHP, AJAX, ASP, XML, FQL, FB Connect, Adobe Photoshop, Adobe Illustrator, Adobe Premiere, Adobe After Effects. Ability to provide guidance and expert advice to management, departmental and divisional staff on technical, systems, or process related topics. Ability to demonstrate excellent organizations skills. Ability to understand and document ongoing development projects. Ability to maintain existing code and developing new features. Ability to write and knowledge of efficient and scalable code.  Ability to work as a team member. Ability to develop training materials and train end-users.  Ability to communicate effectively and build effective working relationships with various outside agencies.  Ability to analyze problems and resources and initiate procedures and processes designed for improved productivity. Ability to plan and manage workload in compliance with workload demands and time constraints. Ability to juggle several projects with competing deadlines without becoming frustrated. Ability to meet attendance requirements. Ability to read, write, and communicate the English language Ability to read, write and communicate in the Spanish language is helpful Ability to keypunch information into a computer. Ability to work in stressful situations in times of disaster.
Education and ExperienceBachelors Degree from an accredited college or university in a related field AND Five years information systems management experience with software development experience, OR any equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities.
Licenses & Certifications Valid State Drivers LicenseSalvation Army National Disaster Training Program (NDTP) instructor within six (6) months of hire - Required Physical Requirements/Working Conditions Travel occasionally to attend meetings & conferences, perform and participate in training throughout the Southern Territory, and to represent The Salvation Army in discussions with other disaster relief agencies on technology-related issues. Work is performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like. Must be deployable during a disaster incident to support emergency operations. During a disaster incident, this position may be deployed to support on-site disaster relief operations. This may include operating in hardship conditions where basic amenities, such as power and water, may not be readily available. Working conditions during a disaster operation may be extremely hectic and stressful. Additional Comments:All employees recognize The Salvation Army is a church and agree that they will do nothing as an employee of The Salvation Army to undermine its religious mission.
